In March 2021, Liaoning Provincial Department of Science and Technology issued “Several Policies on Supporting the Development of Substantial Industry-University-Research Alliances”, reforming and optimizing the provincial-level science and technology planning system, effectively increasing financial support for alliances, and promoting the integrated allocation of projects, bases, talents and funds. Under the support of this policy, Liaoning province has set up a provincial pilot demonstration incentive program for substantial industry-university-research alliances to encourage them to carry out pilot demonstrations, and provincial science and technology special funds are given to “allied” enterprises in grades from 1 million yuan to 3 million yuan to support their operating expenses. Municipalities will also provide supporting policies to form a financial synergy.
In 2021, DDTOP took its place among the first 100 enterprises to be supported by the Liaoning Provincial Department of Science and Technology in the “List of Substantial Industry-University-Research Alliances to be supported in the category of Technology Capacity Enhancement for Small and Medium-sized Enterprises in Liaoning Province in 2021”.
The Liaoning Industry-University-Research Alliance encourages alliances that are in a position to do so to integrate the advantages of their members, undertake major national science and technology projects around the strategic needs of industrial development, and integrate the strengths of all parties in the industry-university-research sector to build national and provincial key laboratories, technology innovation centers or new research and development institutions and other types of science and technology innovation platforms. At the same time, the alliance is supported to carry out international scientific and technological cooperation, and its members are encouraged to undertake international scientific and technological cooperation projects, establish international cooperation bases and introduce foreign experts, so as to drive relevant enterprises, universities and research institutes to make good use of international scientific and technological resources and enhance their technological innovation capabilities from a higher starting point.
